The Central Board of Direct Taxes has notified a revised ITR-7 form for Assessment Year 2026-27 (FY 2025-26) through the Income-tax (Seventh Amendment) Rules, 2026, effective 31 March 2026. Every charitable trust, NGO, hospital, educational institution, and research institution filing a return for AY 2026-27 must use this revised form. The audit filing deadline is 31 October 2026 — roughly ten weeks from now.
This article covers who must file ITR-7, what has changed in the form, and the five compliance steps every trust should complete before filing.
Who Must File ITR-7 for AY 2026-27?
ITR-7 is mandatory for entities covered under Sections 139(4A) to 139(4D) of the Income Tax Act, 1961:
If your trust holds a valid Section 12AB registration (or provisional registration under Section 12A), you file ITR-7 — not ITR-5 or any other form.
Due Dates for AY 2026-27
Non-audit trusts (no Section 44AB requirement): 31 July 2026. This deadline has passed. As of August 2026, CBDT had not notified any extension for ITR-7 non-audit filers, unlike ITR-3 and ITR-4, which were extended to August 31. If your trust missed the July 31 deadline, file a belated return under Section 139(4) immediately — a late-filing fee under Section 234F may apply.
Audit trusts (Section 12A(1)(b) read with Section 44AB): 31 October 2026. This is approximately ten weeks away. Preparation — the Form 10B/10BB audit, any accumulation application, and registration verification — should begin now, not in October.
Key point: Trusts with a Section 44AB audit requirement must file ITR-7 by 31 October 2026, while non-audit trusts already missed the 31 July 2026 deadline and should file a belated return under Section 139(4) without delay.
What Changed in the Revised ITR-7 Form
The Income-tax (Seventh Amendment) Rules, 2026 introduced changes aimed at strengthening exempt-entity compliance:
- Enhanced disclosures for Sections 11 and 12 — additional schedules for income applied versus accumulated, with clearer segregation between corpus and income application.
- Section 11(2) accumulation reporting — tighter linkage between the accumulation application (Form 9A/Form 10 — verify the current form name from the e-filing portal, since the transition may have introduced revised numbering) and the ITR-7 schedule.
- Foreign contribution cross-reference — ITR-7 now requires disclosure of FCRA registration status and FC-4 filing status for trusts that received foreign contributions.
- Section 13 compliance schedule — enhanced reporting for transactions involving specified persons (relatives of trustees, substantial contributors, and other concerned persons under Section 13(3)).

Form 10B vs Form 10BB — Which Audit Report You Need
An audit report must be filed before, or along with, ITR-7:
A common error is hospital trusts using Form 10B instead of Form 10BB. Section 10(23C)(via) mandates Form 10BB — filing the wrong form invites scrutiny queries.
CS-04 Scrutiny Risk — Check Your Registration Before Filing
CBDT's compulsory scrutiny guidelines (F.No. 225/56/2026/ITA-II, dated 4 June 2026) set out CS-04: any trust claiming exemption in ITR-7 for AY 2026-27 where registration under Section 12A, 12AB, 35, or 10(23C) was not granted, was cancelled, or was withdrawn on or before 31 March 2025, will face mandatory scrutiny.
Before filing ITR-7, verify your registration status on the e-filing portal (log in → e-File → Income Tax Forms → Registration under Section 12AB). A mismatch between what the ITR-7 claims and what the portal shows is the primary CS-04 trigger.
Five Compliance Steps Before Filing ITR-7
Step 1: Verify Section 12AB registration status on the e-filing portal and confirm it is active and covers AY 2026-27.
Step 2: Complete the audit (Form 10B or Form 10BB, as applicable) for FY 2025-26. The audit report must be filed on the e-filing portal before or simultaneously with ITR-7.
Step 3: If accumulating income under Section 11(2), file Form 9A or Form 10 (verify the current name) before the ITR-7 due date. This application cannot be filed after the return.
Step 4: Reconcile donations received and Section 80G eligibility with Form 10BD (donor statement) and Form 10BE (donor certificates). Form 10BD for FY 2025-26 was due 31 May 2026 — if it was not filed, address the penalty exposure under Section 234G before finalising the ITR.
Step 5: Review Section 13 transactions. Any income applied for the benefit of a specified person — a trustee's relative, a substantial contributor, or another person covered under Section 13(3) — must be disclosed, and can attract denial of exemption under Section 13.
Always verify current forms, thresholds, and deadlines from the official e-filing portal (incometax.gov.in) — tax forms and dates change frequently, and the specifics in this article reflect the position as understood at the time of writing.

Frequently Asked Questions
Can I still file ITR-7 for AY 2026-27 if I missed the July 31 deadline?
Yes. Non-audit trusts can file a belated return under Section 139(4). A late-filing fee under Section 234F may apply, and penalties compound with delay, so file as soon as possible.
Do I need Form 10B even if my trust's income is ₹80 lakh?
The ₹5 crore threshold for Form 10B applies to total income before claiming Section 11 and 12 exemptions. If gross receipts are ₹80 lakh with no foreign contributions and no income applied outside India, verify the currently applicable simplified audit form from the e-filing portal utility.
When must I file Form 9A or Form 10 for Section 11(2) accumulation?
Before or along with the ITR-7 due date. Filing it after the ITR-7 due date disqualifies the Section 11(2) accumulation claim for that year — verify the current form name given the recent transition to revised numbering.
Which audit form does a hospital approved under Section 10(23C)(via) file?
File ITR-7 under Section 139(4C) along with Form 10BB, not Form 10B — Section 10(23C)(via) mandates Form 10BB regardless of income level. Ensure the institution's approval certificate is current and verify the prescribed income limit from the current CBDT position.
What triggers CS-04 compulsory scrutiny for a trust's ITR-7?
CBDT's guidelines under F.No. 225/56/2026/ITA-II, dated 4 June 2026, set out CS-04: scrutiny is triggered when a trust claims exemption in ITR-7 while its registration under Section 12A, 12AB, 35, or 10(23C) was not granted, was cancelled, or was withdrawn on or before 31 March 2025. Verify your registration status on the e-filing portal before filing to avoid a portal-status mismatch.
Does the new ITR-7 require disclosure of FCRA registration status?
Yes. The revised ITR-7 under the Income-tax (Seventh Amendment) Rules, 2026 requires disclosure of FCRA registration status and FC-4 filing status for trusts that received foreign contributions during FY 2025-26.
