EPFO UAN Activation Now on UMANG App: Employer Onboarding Guide
From 3 July 2026, EPFO moved UAN activation and direct allotment to the UMANG mobile app with mandatory Aadhaar Face Authentication. Employers must update onboarding checklists to ensure new hires complete this step on their own phones, and continue filing ECR by the 15th of each month.

From 3 July 2026, the EPFO member portal returned from a major database consolidation and software upgrade — but two critical member services did not. UAN activation and direct self-allotment of a Universal Account Number are now available only through the UMANG mobile app using Aadhaar-based Face Authentication. For employers, this is not a cosmetic change: every new hire without an active UAN must now complete a face-authenticated step on their own phone before their EPF account is fully usable. If your onboarding checklist still directs employees to activate UAN on the EPFO website, it is out of date.
Key point: UAN activation moved from the EPFO member portal to the UMANG app with mandatory Aadhaar Face Authentication as of 3 July 2026; employers must update onboarding workflows and confirm employees complete this step independently.
What Changed on 3 July 2026
Before the upgrade, an employee could activate their UAN and generate one directly from the EPFO member portal using an OTP. After the restoration:
- UAN activation → available only on UMANG app → EPFO → UAN Services Through Face Authentication → Aadhaar Face Authentication → submit.
- Direct/self UAN allotment → available only on UMANG app → EPFO → UAN Allotment and Activation → Aadhaar Face Authentication.
- Aadhaar Face Authentication (FAT) is now mandatory for both services — a simple OTP no longer completes these steps.
What did not change: the employer's statutory duty. The employer still deducts and deposits contributions, files the Electronic Challan-cum-Return (ECR) by the 15th of the following month, and can generate a UAN for a new member through the Employer Interface when none exists.
The PF wage ceiling remains ₹15,000 per month, frozen since 2014 and reaffirmed under the Code on Social Security, 2020 via gazette notifications S.O. 2701(E) and S.O. 2702(E) dated 29 May 2026. Widespread claims that the ceiling has risen to ₹25,000 are not gazetted and do not apply to current compliance.
Applicability
This change affects:
- Every covered employer under the EPF & MP Act 1952 (broadly, establishments with 20 or more employees, or fewer under voluntary/notified coverage) onboarding new staff.
- Every employee activating a UAN for the first time or generating one themselves.
- MSMEs and startups most acutely — small-batch hiring without dedicated payroll teams means the "employee must self-activate on UMANG" step is easily missed.
New Onboarding Flow: Step-by-Step
For a new joiner without an existing UAN:
- Employer captures Aadhaar-verified KYC (name, DOB, Aadhaar, bank, bank account, mobile) and adds the member in the ECR or Employer Interface.
- Where the member has no UAN, the employer generates the UAN through the Employer Interface.
- The employee installs UMANG, opens EPFO services, navigates to UAN Services, and completes UAN activation via Aadhaar Face Authentication.
- Contributions for the wage month are filed in the ECR by the 15th of the following month.
For a new joiner with an existing UAN (most job-changers):
The employer links the existing UAN in the ECR — but the employee should confirm their UAN is activated on UMANG so that claims, passbook access, and transfer requests function properly.
Illustrative Example: Sharma Textiles LLP, a Surat-based MSME with 46 employees, hires 3 machine operators in July 2026. Two are first-time formal-sector employees with no UAN. Under the old flow, the accountant would activate their UANs on the EPFO website in minutes. Now, the accountant generates their UANs via the Employer Interface, but each operator must install UMANG and complete Aadhaar Face Authentication independently. One operator's Aadhaar mobile number is outdated, causing face authentication to fail; the firm discovers this only because its updated onboarding checklist includes the UMANG step. On ₹15,000 monthly wages, each operator's PF contribution is ₹1,800 (12% total), with ₹1,250 to the Employees' Pension Scheme and ₹550 to the EPF general account.
Compliance Checklist
- Update onboarding workflows: Add "Employee installs UMANG → EPFO → UAN activation via Aadhaar Face Authentication" as a mandatory step.
- Pre-verify Aadhaar–mobile linkage for new hires at offer stage — face authentication fails if the Aadhaar mobile number is outdated or mismatched.
- Keep ECR filing on schedule: The portal change does not extend contribution deadlines. Contributions remain due by the 15th of the following month.
- Do not deduct on ₹25,000 ceiling: Continue computing contributions on ₹15,000 until an official gazette notification states otherwise. The ₹25,000 figure is a proposal, not yet law.
- Brief your HR and payroll vendor: Ensure offer letters, employment agreements, and onboarding SOPs include the new UMANG Face Auth step and the timeframe for completion.

At the time of writing (July 2026), EPFO published the procedure as a member-portal advisory rather than a separately numbered circular. Monitor epfindia.gov.in for formal updates; in a disputed case, consult a qualified professional.
Are small employers exempt from the UMANG Face Authentication requirement?+
No. All covered employers under the EPF & MP Act 1952 (broadly, those with 20+ employees or under notified voluntary coverage) must ensure new joiners complete UAN activation via UMANG. There is no exemption by establishment size.
