Regulatory Framework
ISO certification is not a government-mandated statutory licence in India — it is a voluntary, private international conformity-assessment scheme administered by the International Organization for Standardization (ISO), a non-governmental body. No Indian Act or rule requires a business to hold an ISO certificate (e.g., ISO 9001 for quality management, ISO 27001 for information security, ISO 22000 for food safety) as a condition of operating; there is no statutory penalty for not holding one.
Certification is issued by independent, third-party certification bodies following an audit against the relevant ISO standard, not by any government department. In India, the credibility of a certificate depends on the accreditation of the issuing certification body: the National Accreditation Board for Certification Bodies (NABCB), operating under the Quality Council of India, accredits certification bodies against international criteria and is a signatory to the International Accreditation Forum's (IAF) Multilateral Recognition Arrangement (MLA). A certificate issued by a NABCB- or other IAF-MLA-accredited body carries recognition across IAF member countries; certificates from non-accredited ("IAF-unaffiliated") bodies do not carry the same assurance and are not verifiable through the IAF's international framework.
While not a legal requirement, ISO certification frequently becomes a practical necessity — government e-tenders, larger private contracts, and export/import counterparties commonly specify a valid, accredited ISO certificate as an eligibility or vendor-qualification condition. Prospective clients should confirm the specific standard, scope, and accreditation status required by their tender or contract, since these commercial requirements (not any statute) determine which certification is actually needed.
