PSARA License (Security Agency)

Private Security Agencies (Regulation) Act, 2005 (PSARA):
Licensing authority — PSARA is a central Act administered at the state level; a private security agency must obtain a licence from the Controlling Authority designated by the respective State Government (typically a senior police/home department official) before commencing operations, and separately in each state where it operates.
Eligibility — under the Act and Rules, a PSARA licence can be granted only to an Indian-owned and Indian-controlled entity; agencies with foreign direct investment or foreign ownership/control are not eligible for a PSARA licence.
Verification — the Act requires police verification of the antecedents of the agency's promoters/directors/partners, as well as of every private security guard and supervisor proposed to be deployed, before deployment.
Training — every private security guard and supervisor must undergo mandatory training (a minimum of 160 hours of classroom/practical instruction under the model rules) at a recognised training institute before deployment, along with basic physical/medical fitness requirements. Exact training hours and syllabus are separately notified by each State Government under its own PSARA Rules.
Licence validity — a PSARA licence is typically granted for five years and must be renewed before expiry to continue operating.
