Overview

Trade license services cover the obtaining of the trade licence from the local municipal authority — the licence that authorises the carrying on of a trade, the business or the profession within the municipal limits, issued under the state municipal acts and the local by-laws, with the application, the documents, the fee and the inspection, and the annual renewal. Yes, a trade license — also called a shops and establishments registration in some contexts — is mandatory for all commercial establishments operating within the limits of the Greater Visakhapatnam Municipal Corporation (GVMC) under the Andhra Pradesh Shops and Establishments Act 1988 and the respective municipal bye-laws framed under the Andhra Pradesh Municipalities Act 1965. The GVMC issues trade licenses under Section 223 of the AP Municipalities Act 1965 and the relevant GVMC bye-laws, and the application must be filed online through the GVMC e-seva portal or the AP Mee Seva centres. Failure to obtain a trade license before commencing business renders the establishment liable to penalties and potential sealing under Section 237 of the AP Municipalities Act 1965. The license must be renewed annually, typically before March 31 of each year, and a penalty of up to 25% of the fee is levied for late renewal under the applicable bye-laws.
We are opening a food business in Visakhapatnam — do we need both a trade license and an FSSAI license, and are they separate applications?
Yes, a food business operator (FBO) in Visakhapatnam requires both a GVMC trade license and a separate FSSAI registration or license, and these are entirely independent regulatory approvals under different legislation. The FSSAI requirement is governed by the Food Safety and Standards Act 2006, and the applicable tier — Basic Registration under Regulation 2.1 for turnover below ₹12 lakh per annum, State License under Regulation 2.1 for turnover between ₹12 lakh and ₹20 crore, or Central License under Regulation 2.1 for turnover above ₹20 crore or multi-state operations — must be determined before filing. The FSSAI application is made through the FoSCoS (Food Safety Compliance System) portal, while the trade license application is made through the GVMC portal. What documents are typically required to obtain a trade license from GVMC?
The GVMC trade license application under the AP Municipalities Act 1965 typically requires the following documents: proof of identity and address of the proprietor, partner, or director (Aadhaar, PAN); proof of occupancy of the business premises — either a registered lease deed or No Objection Certificate from the property owner; a site plan or sketch of the premises; the Certificate of Incorporation or Partnership Deed for companies or firms respectively; and applicable fee payment based on the nature of trade and premises area as specified in the GVMC fee schedule. For businesses in regulated sectors such as food, liquor, or chemicals, additional sector-specific clearances from the AP Food Safety Authority, Prohibition and Excise Department, or Pollution Control Board must be submitted along with the trade license application. What happens if we change our business activity or address — do we need a new trade license?
Yes. Under the GVMC bye-laws framed under the AP Municipalities Act 1965, any change in the nature of trade, business activity, ownership, or address of the licensed premises requires prior intimation to and approval from the GVMC Commissioner before the change takes effect. Operating a trade that is materially different from the licensed activity — for example, adding a food processing unit to a trading license, or shifting to a new premises — without amendment of the license is treated as operating without a valid license and invites penalties under Section 237 of the AP Municipalities Act 1965. The amendment application must be filed within 30 days of the change along with supporting documents such as the new lease deed, updated site plan, or revised partnership deed as applicable. For FSSAI-licensed businesses, a corresponding modification application must be filed on the FoSCoS portal under Regulation 2.1 of the Food Safety and Standards (Licensing and Registration) Regulations 2011, as the license is premises- and activity-specific.
Can a home-based business or a business operating from a residential address obtain a GVMC trade license?
The GVMC bye-laws under the AP Municipalities Act 1965 and the Visakhapatnam Development Authority (VUDA) zoning regulations generally restrict commercial activity in residential zones (R1, R2 categories under the Master Plan), and a trade license for a commercial activity from a purely residential premises may be refused if the premises falls in a restricted zone. However, small professional services, home kitchens (cloud kitchens registered as cottage food operations), and freelance activities may be permissible subject to conditions — such as no signage, no walk-in customer traffic, and no structural modification — under the amended AP Layout Regularisation scheme. For FSSAI purposes, home-based food businesses with turnover up to ₹12 lakh can obtain a Basic Registration under Section 31(2) of the Food Safety and Standards Act 2006 even from a residential address, subject to kitchen hygiene standards under Schedule 4 of the Food Safety and Standards (Licensing and Registration) Regulations 2011.
